Bringing Chenango County Transit Back to Life

Chenango County needed public transit operating again by June 9. Cathay rebuilt the team, prepared the fleet, established the operating controls and paired the launch with Section 5311 program management support.

The challenge

Chenango County was not asking for a routine contract transition. The County needed to bring public transit back. Six fixed deviated routes, qualified drivers, service-ready vehicles, dispatch procedures and Section 5311 program controls all had to be in place by the same date.

In a rural county, a route can be a resident's link to medical care, work and essential errands. A partial launch would still leave gaps. Cathay had to restore the entire network at once and give the County an operating structure it could rely on after day one.

One coordinated mobilization

Cathay mapped every workstream to June 9. The team qualified staff, readied the fleet, confirmed route assignments and tested dispatch procedures and escalation paths before launch. Each open item had a named owner and a due date, allowing operations, safety, compliance and fleet leaders to work from the same readiness picture.

The Norwich General Manager led local readiness while fleet leadership coordinated vehicle status and maintenance. That on-the-ground ownership turned a fixed deadline into a practical daily plan and kept decisions close to the service being restored.

Keeping the system moving

The launch was the beginning, not the finish. Cathay's Operations & Maintenance scope and program management support now help keep daily service safe, the fleet ready, performance reporting current and Section 5311 oversight on track.

The operating model draws on experience from both small rural systems and large urban networks. Proven practices in dispatch, maintenance, safety, service planning and reporting are adapted to the scale, resources and local conditions of a six-route rural system.

Public transit returned on June 9, 2026, with all six routes operating as scheduled.

On June 9, public transit returned to Chenango County and all six routes pulled out as scheduled. The same operating structure that made the launch possible now supports the work required to keep the system dependable.
