Transportation operations & management (O&M)
Your fleet.
Our team.
You have the vehicles and a community to serve. We bring the people, coordination, and daily oversight to operate your transportation program.

An operating partner
Keep your fleet.
Put it to work.
For a county or agency with its own vehicles, transportation operations and management (O&M) means bringing in an experienced team to run the service. Cathay works with you on a contract built around your fleet, passengers, and service requirements.
We begin with the operation you need: where vehicles run, when service is available, who supports riders, and how your agency stays informed. Responsibilities are agreed before the first day of service.
Define the service together
Every responsibility.
Clearly understood.
The scope follows your agency’s needs and the terms of the operating agreement.
People & supervision
Plan driver staffing, training, daily supervision, and passenger assistance for the program.
Dispatch & coordination
Establish scheduling, service communication, and the procedures for responding to changes during the day.
Accountability & readiness

Good to know
Planning your operation.
The right arrangement starts with a clear scope.
Can Cathay operate vehicles our agency already owns?+
Yes. Your county, municipality, or organization provides its fleet, and Cathay operates the transportation service under an agreed contract. Vehicle ownership stays with your agency.
What can the operating agreement cover?+
We work with your agency to define staffing, dispatch, supervision, service schedules, communication, and reporting. The agreement sets out each party’s responsibilities and the service standards to be met.
Does operations and management include maintenance?+
Maintenance responsibilities are defined with your agency during planning. We establish who handles inspections, preventive maintenance, repairs, and vehicle availability before service begins.
What should we share when starting a conversation?+
Tell us about the fleet, service area, routes or programs, operating hours, proposed start date, and procurement requirements. That gives our team a practical starting point for discussing the scope.
